Cultural policies are very dynamic in nature and they evolve with time. Hence instead of focusing on the existing norms, we can look at the ever evolving dynamics resulting in new ways of thinking. Let us consider an example to support the previous statement; during the 1950s U.S. adopted a policy of cultural exchange with the erstwhile Soviet Union where cultural exchanges were very common between the two nations. It was a conscious attempt by the U.S. to sell the capitalism abroad, specifically in communist areas of the world and thus hoping to undermine it in the long run. However the outcome of this policy was very complex. Instead of selling the American capitalism abroad, the exchange allowed a significant appreciation of the Soviet culture in U.S. This consequence of such an exchange was unintended. It attracted a lot of criticism from a part of population (DiFranceisco & Gitelman, 1984). Thus it brings to surface one of the possible consequences of cultural policy which is not thought of initially. It proves that these policies are very dynamic in nature and its practice is always contested and redefined with the passage of time
